Pour des raisons d'économie, le châssis tubulaire est dérivé de la Lotus 22 de Formule Junior. Les moteurs sont dérivés du bloc Ford 109E de 1 340 cm3 ramené à 997 cm3. Les deux moteurs préparés sont soit des Ford Cosworth MAE ou des Ford Holbay R65. Ces nouveaux blocs basés sur la série, développaient environ 90-97 ch avec un carburateur « simple corps » comme le prévoyait la nouvelle réglementation. La boîte est à quatre vitesses, d'origine Renault Dauphine Gordini ou Volkswagen (modifiée par Hewland à 4 rapports). Une boîte purement Hewland fut standardisée par la suite. La 31 était la première Formule 3 de la marque, la Formule Junior ayant disparu pour faire place à la Formule 2 et la Formule 3. La Formule 3 était proche de la défunte Formule Junior mais inférieure en termes de technicité et de performances. Il telaio era tubolare e ricordava quello della Lotus 22 per la Formula Junior del 1962. Il motore era il Ford Cosworth 109E con carburatore SU o iniettore singolo Weber che erogava 97 hp (72 kW) a 8.000 giri al minuto. La Lotus 31 non ottenne molti successi contro le più avanzate vetture con telaio monoscocca che dominarono la stagione 1964 e ne furono costruite solo 12 tra il 1964 e il 1965. Nel 1966 furono prodotte 19 vetture dotate di telaio 22/F3. La loro relativa semplicità e il basso prezzo le rendevano vetture ideali per le scuole. Lotus konnte aber die Erfahrung, die Cooper mit dem Bau von Formel-Junior- und Formel-3-Rennwagen hatte, in der Kürze nicht aufholen, und so stand die Saison in der britischen Formel-3-Meisterschaft ganz im Zeichen von Jackie Stewart, der in einem Cooper für das Team von Ken Tyrrell an den Start ging. Die Lotus 31 konnten nur in einem einzigen Formel-Junior-Rennen einen Sieg einfahren. The relative simplicity and low price of the car made it an ideal training car. Motor Racing Stables at Brands Hatch ran four cars to graduate students from Lotus Cortinas. The Jim Russell Racing Driver School ran the cars at Snetterton, later being recognised as a club by the RAC. The JIm Russell School ran five 31's at Brands Hatch BARC Trophy Races in July 1967.
