It was located in the northwest corner (known as "the Herms" because of the great number of Hermae set up there) of the Athenian Agora. The stoa was built in the Doric order and it measures 18 by 7.5 meters. Its facade carries a plain Doric frieze. Its Doric exterior includes 8 columns, while its interior space includes four columns. The modifications of the fifth century BC add two small porches to the archaic structure. The Royal Stoa was the headquarters of the King Archon and of the Areopagos council (in charge of religious affairs and crime). A statue of Themis (representing Justice) stood in front of the building. Copies of some of the city laws were kept in the Stoa. The front of the building was where Socrates met Euthyphro and had the conversation which Plato recreated in his Euthyphro. It was where Socrates was formally charged with impiety by Meletus. Tot i que subsisteix un problema de datació, ja que els elements arquitectònics, per llur estil, són del segle vi aC, mentre que la ceràmica trobada sota el sòl pot datar-se del 500 aC, el material reutilitzat per als fonaments ha donat suport a la teoria que la construcció ha de datar-se després de l'ocupació persa de 480 aC. A començaments del segle iv aC s'hi afegiren dos cossos laterals amb pòrtics, que li atorgaren un aspecte similar al de la stoà de Zeus. Les seves mides eren petites, de 18 m de llargària per 7,5 d'amplada. En línia recta amb la construcció s'aixecà una estàtua de Temis, deessa de la justícia, rere la qual hi havia un gran bloc petri sobre el qual els arconts reis juraven fidelitat a les lleis de la polis. Segons el geògraf grec Pausànies «sobre el sostre d'aquest pòrtic hi ha estàtues de terracota: Teseu llançant a la mar Esciró, i Hèmera segrestant Cèfal». Segons Aristòfanes, la stoà era utilitzada també per a banquets oficials, fet comprovat per les troballes de vaixella.
