Es va formar al Col·legi d'Infantería i va esdevenir subtinent a l'edat de 17. De 1859 a 1860, va servir a Àfrica on va ascendir a Capità. El 24 de maig de 1873, va ser ascendit a Tinent General i va participar en diverses accions contra els Carlistes. A principis dels 1880s, fou el Director de l'Escola Central de Tiroteig, inventant un ràpid carregador per fusells el 1889. El 1892, va assolir la posició de general de divisió i va retornar a Àfrica l'any següent per treballar amb les tribus de Melilla. El 1895, va servir com a Governador Militar de Madrid. El 19 de febrer de 1896, va ser anomenat segon Caporal de la Capitanía General de Puerto Rico i Governador Militar de San Juan. El 16 d'octubre de 1898 es va reunir a la Fortalesa amb els generals Eugenio Vallarino, José Sánchez Del àguila, com a representants del govern d'Espanya, i amb els generals nord-americans John R. Brooke, William V. Gordon i Winfield S. Sheley per signar les actes de lliurament de Puerto Rico als Estats Units. El 18 d'octubre de 1898 va lliurar el comandament de l'illa al general John R, Brooke. El 1901, després de la Guerra hispano-estatunidenca, va ser anomenat Tinent General i el 1903 va ser ascendit a Capità general de les Illes Balears fins al 1910. , Ricardo de Ortega y Diez (10 August 1838 – … Ricardo de Ortega y Diez (10 August 1838 – 3 December 1917) was a Spanish general. He served as interim Governor-General of Puerto Rico during three periods of the Spanish–American War, and occupied various other posts. Born in Madrid, Spain, Ortega y Diez attended the Colegio de Infantería and became a sub-lieutenant at the age of 17. From 1859 to 1860, he served in Africa obtaining the rank of captain. On 24 May 1873, he received the rank of lieutenant general and participated in several actions against Carlists. In early 1880s, he was the Director of the Central Shooting School, inventing a quick loader for rifles in 1889. In 1892, he reached the rank of division general and returned to Africa the following year to work with the tribes of Melilla. In 1895, he served as Military Governor of Madrid. On 19 February 1896, he was named second corporal of the Capitanía General of Puerto Rico and Military Governor of San Juan. According to tradition, in 1898, just before the United States took possession of Puerto Rico after the Spanish-American War, the last governor, Ricardo de Ortega, broke a colonial clock with his sword, thus marking the time and day in that Spain lost control of the island, as well as the loss of the last possession of Spain in the Americas. The clock is still kept in La Fortaleza. After the Spanish–American War, he received the rank of lieutenant general in 1901. In 1903 he received the rank of Captain General of the Balearic Islands until 1910. That year he turned to the Reserve after 54 years of military service.
