Il MAC è responsabile per la pianificazione, lo sviluppo e l'attuazione delle politiche tra l'Area Libera della Repubblica di Cina, comunemente nota come Taiwan, e la Repubblica Popolare Cinese, che governa la Cina continentale, Hong Kong e Macao.
