Mitropoulos was elected as Secretary-General on 18 June 2003 during the 19th session of the International Maritime Organization Council. His four-year term started on 1 January 2004, and then was extended until 31 December 2011 by the IMO Council on 9 November 2006. He was succeeded by Koji Sekimizu.
