Lemert wurde international mit seinem Konzept der sekundären Devianz bekannt, das er der radikalen Version des Etikettierungsansatz entgegensetzte. Er lehrte zuletzt als Professor an der University of California in Davis. Im Gegensatz zum radikalen (insbesondere von Fritz Sack vertretenen) Etikettierungsansatz, der jede Devianz als Resultat von Zuschreibung betrachtet, meint Lemert, primäre Devianz beruhe auf mehreren Ursachen. Sie entstehe aus einer Vielzahl von sozialen, kulturellen, psychologischen und physiologischen Faktoren. Die sekundäre Devianz habe ihre Ursache dagegen in den Zuschreibungen, denen Menschen ausgesetzt sind, die bereits abweichendes Verhalten (Verbrechen, Prostitution, Alkoholismus, Drogenabhängigkeit, psychiatrische Erkrankungen) zeigen. Even with all of the other sociologists back then, Lemert was able to view how most of the social acts are viewed as deviant acts. While studying drug addiction, he admired a powerful force at work. Beside the physical changes due to the addiction and all of the economic issues it can cause, there was an immense process of learning one's identity and justifying every action, "I do these things because I am this way." Activities such as drinking and/or shoplifting do not reflect on an individual's personality.
