Er war von 1993 bis 2014 Inhaber des Lehrstuhls „Politische Systeme, Politische Institutionen“ an der TU Chemnitz. Im Jahre 2007 amtierte Jesse als Vorsitzender der Deutschen Gesellschaft für Politikwissenschaft. Gemeinsam mit Uwe Backes vom Hannah-Arendt-Institut für Totalitarismusforschung ist er seit den 1980er/90er Jahren Herausgeber des Jahrbuchs Extremismus & Demokratie und der gleichnamigen Schriftenreihe sowie Gründer des Veldensteiner Kreises zur Erforschung von Extremismus und Demokratie. Jesse und Backes sind auch Autoren des dreibändigen Standardwerkes Politischer Extremismus in der Bundesrepublik (1989).
