It was developed with the intention of helping AM stations, especially ones with musical formats, become more competitive with FM broadcasters. The standards cover both consumer radio receivers and broadcasting station transmission chains. Although the Federal Communications Commission (FCC) endorsed the AMAX proposal, the agency never made it into a formal requirement, leaving its adoption as voluntary.
