|short description=Second workshop of Share-PSI project (after Samos where Julia attended with Open Data Albania). Also successful it seems. Review was afterwards, no feedback, yet.

|outcome=Focus drifting towards describing best practices (guidelines) for member states in a structured way.

|other participants=Asun Gomez Perez (Madrid), Beatrice Covassi (Deputy Head of Unit - Data Value Chain - European Commission), Carola Carstens (project officer), Jens Klessmann (Fraunhofer FOKUS, Govdata.de)

|good experience=Great for networking (~100 people from academia, industry, government, NGOs + 100 Portugueses). Interesting discussions about Open Data. Good opportunity to push Linked Data (currently, guidelines are written for member states of how to publish PSI).

|bad experience=Discussions not so technical (obviously). Unclear, what role RDF can play. 

|longer description=Two main topics: 1) How to measure the value of Open Data / Shared PSI? "Think globally, act locally." 2) How to publish PSI? Data portals, e.g., catalogue of catalogues/datasets. How to update data portals (harvesters).

Interesting sessions:

1) Govdata.de - "Model-Driven Engineering for Data Harvesters" (Fraunhofer FOKUS). Abstraction layer for building harvesters.

===Execution Summary: Answers to questions===

* What X is the thing that should be done to publish or reuse PSI?

Increase trust: Make officials recognisable to the public. Allow for service level agreements (SLA).

Allow for a feedback loop between publishers and users of data. E.g., using discussion and commenting functionalities. However, official and reliable answers need to be given.

Allow publishers to compare tools for publishing. E.g., create tool matrix.

Objectively quantify the benefit of a tool or a concept for a member state or organisation to meet the PSI directive.

* Why does X facilitate the publication or reuse of PSI?

Higher trust => Higher reuse.

Higher transparency of tool functionality => Higher trust in making the right choice of tools. Easier selection of tools. More goal-driven development of tools.

Measurable indicators of PSI directive => goal-driven tool development and deployment.

* How can one achieve X and how can you measure or test it?

Certification mechanism?

Tool matrix?

More concrete requirements by the EU regarding the PSI directive.

2) Bar camp about "Does the emphasis on RDF data publication help commercial reuse?". Integrated data = Linked Data. Good for metadata, for data not so sure. Discussion started of very technical but drifted towards social aspects. The barrier of SPARQL, RDF etc. is still to high (no production-ready tools available) for wide adoption in the publishing of PSI. A community is needed. Phil Archer: "Sometimes I do not like the 5-star Linked Data classification. Sometimes, CSV is just the right thing - if metadata is added, e.g., using RDF. See CSV on the Web Working Group."

Make data self-descriptive.

So that applications automatically can display data in a useful human-readable form.

* How can one achieve X and how can you measure or test it?

Use RDF and standard vocabularies (SKOS, FOAF).

Use other standards such as SDMX, XBRL etc. with a well-defined domain model.

Have a feedback loop with application developers and users of the data (e.g., journalists). Build demonstrators.

Amanda: Marketing issue. Too many acronyms. Tool issue. How to educate the people? We need to start with the people.

A graphical notion, APIs.
